

Google has lowered the minimum tester requirement for new app launches, reducing pressure on smaller developers while still supporting quality assurance.

In a welcome move for independent developers, Google has significantly relaxed the app testing requirements for new personal developer accounts on the Google Play Store.
Effective December 2024, personal accounts created after 13 November 2023 now need only 12 testers participating in closed testing for at least 14 days before an app can be submitted for production.
This is a substantial reduction from the previous threshold of 20 testers — a change that has been warmly received across the indie developer community.
The adjustment comes in direct response to feedback from solo and small-team developers, many of whom struggled to rally 20 genuine testers from their personal networks.
By lowering the bar, Google has removed a major hurdle, making it far easier for independent creators to bring their apps to market.
Although the requirement has been eased, the core purpose remains unchanged: gathering real-world feedback to catch issues before a public launch, thereby protecting end-user experience.
Google has simply recognised that the original 20-tester rule was creating unnecessary friction without proportionally improving quality.
This relaxation applies exclusively to personal developer accounts. Business (organisation) accounts remain subject to the original, more stringent testing rules.
